What Is a Traffic Control Plan for a Race?
Understand what a race traffic-control plan covers, why permitting agencies request one, and what to confirm before hiring a provider or submitting a plan.

At 6:45 on race morning, a volunteer asks whether a resident can drive through a closed intersection. A police officer needs to know when the next road segment reopens. The barricade crew finds a work zone that was not on the original map. A useful traffic control plan helps the team answer all three.
In formal terms, the plan explains how people and vehicles will move safely around a race while roads, lanes, shoulders, intersections, sidewalks, or parking operate differently than usual.
It is often shown as a set of drawings, but it is also an operating plan. It connects the course, closure schedule, signs, barricades, detours, personnel, emergency access, local access, and reopening sequence.
The agency controlling the affected road decides whether a plan is required, what standards apply, and who is qualified to prepare or implement it.
What problem does the plan solve?
A race introduces movements that the road was not designed to handle during normal operation. Runners may occupy a lane, cross intersections, reverse direction, or pass driveways. Drivers, cyclists, pedestrians, transit, residents, businesses, and emergency responders may need alternate paths.
The traffic-control plan gives reviewers and event operators a shared answer to questions such as:
- Which roads, lanes, shoulders, sidewalks, and parking areas are affected?
- When does each restriction begin and end?
- Where will traffic be stopped, shifted, or detoured?
- How will residents and businesses retain access?
- How will emergency vehicles reach the route and surrounding properties?
- Where are signs, cones, drums, barricades, and message boards placed?
- Which locations need officers, flaggers, or trained course marshals?
- Who activates, monitors, adjusts, and removes the controls?
- How does each segment reopen after the final participant passes?
A route map and a traffic-control plan are different
A route map shows where the race goes. A traffic-control plan shows how the transportation system will operate because the race is there.
Seattle's official event-map guidance asks race maps to show the course, closure points, barricades, police traffic-control locations, trained monitors, aid stations, and start and finish operations. It separately explains that the event's scope and street classification may trigger a traffic-control plan reviewed by the transportation department.
Do not assume a line drawn over a street map is sufficient when an agency asks for a traffic-control plan.
The national references and the local approval do different jobs
The Federal Highway Administration's current Manual on Uniform Traffic Control Devices (MUTCD), 11th Edition, recognizes planned special events as temporary traffic-control zones. It explains that a well-designed event plan may combine treatments from several typical applications. The MUTCD supplies a national traffic-control framework; it does not approve a particular race course.
FHWA's planned-special-event handbook uses the broader term transportation management plan for the combined traffic, transit, parking, pedestrian, traveler-information, and incident-management approach. A race's traffic-control plan may be one component of that larger operation. Ask the road authority which document it expects and which current state or local standards supplement the MUTCD.
What a race traffic-control plan may include
The exact content varies, but common elements include:
Course and affected roadway
- Street names, route numbers, intersections, and direction of travel
- Road classification, lane configuration, shoulder, sidewalk, and bicycle facilities
- Railroad crossings, bridges, work zones, or other constraints
- Start, finish, turnaround, staging, and dispersal areas
Restrictions and schedule
- Full closures, partial closures, lane shifts, and rolling restrictions
- Temporary no-parking areas
- Setup, activation, race use, reopening, and teardown times
- Segment-by-segment reopening when applicable
Traffic movement
- Signed detour routes
- Local, residential, business, delivery, and driveway access
- Transit stops or routes affected
- Bicycle and pedestrian routing
- Expected traffic queues or conflict points
Control devices
- Advance-warning and regulatory signs
- Cones, drums, barricades, fencing, and channelizing devices
- Portable changeable-message signs when required
- Device placement, spacing, orientation, and removal
People and responsibilities
- Law-enforcement-controlled intersections
- Certified flaggers or traffic-control personnel
- Volunteer course marshals and the limits of their role
- Setup and teardown crews
- Supervisors, communication channels, and escalation contacts
Emergency operations
- Fire lanes and emergency-access routes
- Ambulance and medical locations
- Procedures for temporarily opening or crossing the course
- Coordination with dispatch, police, fire, and EMS
Who prepares the plan?
This is one of the first questions to ask the road authority. Depending on the jurisdiction and impact:
- The agency may create a standard plan.
- The organizer may adapt an agency template.
- A traffic-control company may prepare and implement it.
- A certified designer or licensed professional engineer may be required.
Arizona's transportation department tells special-event applicants using state-highway right-of-way to work with a qualified traffic-control company. Austin requires certain traffic-control plans to be signed and sealed by a professional engineer certified in Texas. Other jurisdictions use different rules.
Get the qualification requirement in writing before hiring a provider. A plan that looks professional can still be rejected if the wrong person prepared it.
Officers, flaggers, and volunteers do not have interchangeable roles
An approved plan may assign different locations to law-enforcement officers, certified flaggers, paid traffic personnel, and volunteer course marshals. Their authority and permitted actions vary.
Do not assign volunteers to direct public traffic unless the reviewing agency explicitly allows it and explains the required training, equipment, and supervision. Confirm who can stop vehicles, control an intersection, manage a crossing, or move a barricade.
Build the plan from operating times, not only the race start
Road impacts often begin before the gun and continue after the last finisher. The plan should account for:
- Equipment delivery and placement
- Volunteer and officer check-in
- Closure activation
- Participant staging
- Start waves and course cutoffs
- Final-runner or sweep confirmation
- Segment reopening
- Device removal and parking restoration
If the permit allows a road impact from 6:00 to 10:00 a.m., everyone responsible for setup and reopening should understand what must happen inside that window.
Preserve access deliberately
“Road closed” does not answer how a resident leaves for work, how a business receives a delivery, or how an ambulance crosses the course.
Identify every driveway, side street, major destination, emergency facility, transit movement, and practical detour affected by the plan. Ask the agency where access must remain open and who can authorize an exception during the event.
Public notifications should match the approved plan. If a detour or closure changes, update the communication rather than leaving residents with obsolete instructions.
Review the plan on the ground
Before final submission, inspect the course with the people responsible for traffic control. Look for:
- Missing or recently changed signs and lane markings
- Construction, utility work, or new development
- Sight-distance limitations
- Hills, curves, medians, and narrow shoulders
- Busy driveways and uncontrolled crossings
- Locations where a device could block accessible travel
- Space for equipment and personnel without creating another hazard
Aerial imagery and mapping tools can be outdated. Field observations should be reconciled with the agency's current information.
Keep the approved version under control
Mark every draft with a date and version. Once approved, make the approved file easy to distinguish from earlier copies and distribute it to the organizer, traffic-control provider, agency contacts, law enforcement, and relevant course leaders.
If the route, schedule, closure, or equipment changes, ask the reviewer whether the plan must be revised. Do not edit the approved drawing quietly and assume the approval still applies.
Questions to ask before requesting a proposal
- Is a traffic-control plan required for this course and operating schedule?
- Which agency reviews and approves it?
- Who is qualified to prepare or seal it?
- Which design standard or agency detail applies?
- Does the agency provide templates or standard drawings?
- Are police, flaggers, traffic technicians, or volunteers required?
- Who provides, installs, monitors, and removes each device?
- Are detours, transit coordination, or public notifications required?
- How many review cycles should the schedule allow?
- What changes require resubmission?
The answers make vendor proposals easier to compare and reduce the risk of paying for unusable work.
