How to Build a Race-Day Emergency Action Plan

A practical framework for connecting medical response, severe weather, communications, emergency access, and decision authority to the race permit plan.

Planning note: Use this guide to organize your research, then confirm the current requirements for your course directly with each agency.

An emergency action plan is useful only if the people on the course can act on it. A polished binder at the command post does not help an aid-station captain who cannot reach medical leadership, a police officer working from an old route, or a race director who has never decided who can stop the event.

Build the plan around decisions, locations, and communications. Then connect it to the permit packet, traffic-control plan, staffing plan, and course map so every reviewer and race-day lead is working from the same event.

Begin with the agencies reviewing the race

Ask the lead permitting office which public-safety plans are required, who reviews them, and whether the jurisdiction provides a template. Depending on the event, the review may involve police, fire, EMS, emergency management, transportation, parks, public works, hospitals, or land managers.

Confirm at least these points before writing a detailed plan:

  • Required plan name, format, and submission date
  • Required medical staffing or medical director qualifications
  • Ambulance, transport, and hospital coordination expectations
  • Incident-command or command-post requirements
  • Emergency-access routes that must remain open
  • Weather, evacuation, shelter, or cancellation requirements
  • Required radio channels or agency communication procedures
  • Who can approve the plan and who can order a race-day change

FEMA's special-event planning course treats the planning team, hazard analysis, and incident command as connected work. That is a sound starting structure, but the local agencies responsible for the race should define the required response and authority.

Put one person in charge of each critical decision

Avoid a plan in which “the team” monitors conditions or “staff” calls 911. Assign a role and a backup for every decision that cannot wait.

The plan should identify:

  • Event director and alternate
  • Medical lead
  • Public-safety or agency command contact
  • Weather monitor
  • Course operations lead
  • Traffic-control lead
  • Volunteer communications lead
  • Public-information or family-contact lead
  • Person authorized to delay, modify, suspend, or cancel the event

The names may change before race day. The authority should not be ambiguous. Record how each role communicates, who receives an escalation, and what happens if the primary person cannot be reached.

Build the plan from the course outward

Use the same dated route map that supports the permits. Add the operational information responders need:

  • Aid stations and medical stations
  • Ambulance locations and travel paths
  • Emergency entrances that cannot be blocked
  • Course sectors and recognizable landmarks
  • Radio or cellular dead zones
  • Railroad crossings, tunnels, bridges, water, steep terrain, or other constraints
  • Shelter and evacuation locations
  • Participant pickup, reunification, or accountability points
  • Command post and backup command location
  • Roads that will be closed, partially open, or controlled at different times

Test whether an ambulance can reach and leave every critical point while the race and traffic-control plan are active. If the answer depends on moving a barricade, name the person authorized and trained to move it.

Run a race-specific hazard review

A generic list of emergencies produces a generic plan. Walk the course and identify what is credible for this date, location, distance, participant population, and operating window.

Consider:

  • Heat, cold, lightning, wind, wildfire smoke, flooding, snow, or poor air quality
  • Cardiac events, exertional heat illness, hypothermia, falls, collisions, or mass medical demand
  • A vehicle entering the course
  • A missing participant or separated child
  • A blocked emergency route
  • A crowd problem at the start or finish
  • A transit, railroad, utility, or construction conflict
  • A communications failure
  • A hazardous spill or nearby public-safety incident

For each credible hazard, record the early warning, who monitors it, the action threshold, the decision-maker, the message to staff and participants, and the conditions for resuming or ending operations.

Give severe weather a real decision path

“Monitor the weather” is not a plan. The National Weather Service recommends that organized outdoor activities have a specific lightning-safety plan. Its planning questions include when activity stops, where people go, when activity resumes, who monitors weather and makes the decision, and what happens if lightning strikes someone.

Write down:

  1. The forecast and alert sources the weather monitor will use
  2. When active monitoring begins
  3. The triggers for modifying, delaying, stopping, or canceling
  4. The time required to clear the course or move people to safety
  5. Actual shelter capacity and access
  6. How the decision reaches staff, volunteers, participants, spectators, vendors, and agencies
  7. Who authorizes a restart and under what conditions

The Event Safety Alliance's severe-weather standard offers a broader industry framework for planning, monitoring, communications, and protective action. Use it as operational guidance unless the permitting authority has adopted a particular standard or threshold.

Design medical response around time and access

RRCA's Safe Event Guidelines recommend assigning a medical director or a clear medical point person even for a small event. Larger races may need a more formal medical organization, treatment stations, transport resources, and coordination with receiving hospitals.

The plan should show:

  • Who provides first response in each course sector
  • How a runner, volunteer, or spectator requests help
  • How dispatch identifies the caller's location
  • What information moves with the patient
  • How emergency vehicles enter and leave
  • Where minor treatment occurs
  • When care escalates to EMS transport
  • How incidents are documented and protected
  • Who contacts a participant's emergency contact

World Athletics maintains competition medical guidance and a road-race medical information form that can help larger events think through medical organization. Treat those as planning references; local EMS, medical professionals, governing-body rules, and permit conditions control the actual plan.

Write communications for a noisy, moving event

List the radio channels, call signs, phone numbers, escalation order, and backup method. Use plain location names that match the map. “Runner down near the bridge” is not useful if the route has three bridges.

Create short message formats for:

  • Medical request
  • Missing participant
  • Vehicle on course
  • Weather hold or evacuation
  • Course diversion
  • Delayed start
  • Event cancellation
  • Road reopening

Keep participant-facing messages separate from responder traffic. Decide who may publish an update and how staff will avoid sending conflicting instructions.

Connect the plan to permit conditions

An emergency plan should not sit beside the permit project as an unrelated document. Link it to every approval or operating plan that depends on it.

Check for agreement among:

  • Event and course operating times
  • Current route version
  • Closure and reopening sequence
  • Police, fire, EMS, and traffic-control assignments
  • Emergency-access routes
  • Aid and medical station locations
  • Weather and evacuation procedures
  • Insurance and incident-reporting obligations
  • Permit conditions and agency contact information

If an agency requests a change, update every connected document and record who received the new version.

Test the decisions before race day

Run a tabletop exercise with the people who will make or carry out the decisions. A useful session is short and specific: lightning approaches before the start, an ambulance route is blocked, a runner collapses in a cellular dead zone, or the final participant is still on course when reopening time arrives.

For each scenario, ask:

  1. Who notices first?
  2. Who receives the report?
  3. Who decides?
  4. What action occurs on the course?
  5. Which agency must be informed?
  6. What message goes to participants and the public?
  7. What gets documented afterward?

Fix slow or uncertain handoffs. Then give each lead a compact role sheet rather than expecting everyone to read the full plan during an incident.

Keep an incident record and close the loop

Prepare a consistent incident form before the event. USA Triathlon's sanctioned-event guidance is a useful example of the details an incident process may capture: the people involved, treatment, cause, witnesses, photographs or video, property damage, and supporting police or EMS records. Follow the requirements of the race's insurer, sanctioning body, medical provider, and local agencies.

After the event, review incidents, near misses, communication failures, actual transport paths, weather decisions, closure times, and agency feedback. Update next year's plan while the details are still fresh.
